The Commonwealth Exchange Scholarship is a fully funded postgraduate mobility programme. It enables graduates from Commonwealth member countries to study for a master’s or doctoral degree at partner universities in other member countries. The programme supports academic exchange, leadership development, and cross-cultural collaboration across the Commonwealth.
It means Scholars pay nothing towards their academic programme. The Scholarship covers tuition fees in full, along with a maintenance stipend, airfare, contribution towards visa and settling-in costs. For a full breakdown, see our funding Schedule.
The Scholarship is funded through donations from private organisations within the World Chambers Federation, together with contributions from participating universities across Commonwealth member countries. The Council also publishes an annual transparency report outlining how scholarship funding is allocated.
The exact number varies from year to year, depending on available funding and partner university capacity. It ranges from 500 to 1,000+ scholarships awarded each academic cycle, spread across participating regions to ensure fair representation.
Only if your undergraduate degree was not taught primarily in English. In that case, you will normally be tested for proficiency during the screening process.
To be considered for these scholarships, applicants must meet all of the following criteria:
Yes. As long as you hold citizenship or residency of at least one Commonwealth member state and meet all other eligibility criteria, holding dual or multiple citizenship will not affect your eligibility. During the application process, you will be asked to confirm your Commonwealth citizenship with valid supporting documentation.
The scholarship is intended to support international mobility. If you are already a long-term resident of your intended host country at the time of application, you are welcome to apply, though it may be subject to additional review.
There is no minimum age for applicants, but you must be under 45 years of age on the date of application. We welcome applicants from all backgrounds and career stages, provided all other eligibility criteria are met.

Yes, provided your degree is due to be completed before 30 September 2026. Applicants who are still completing their current degree may apply using provisional transcripts or an official statement of expected completion, as long as they are able to submit their final results at a later stage.
This depends on the immigration regulations of the host country and the policies of the scholarship. Applicants wishing to travel with dependants should carefully review the host country’s study visa requirements once their final placement has been confirmed.
Applications must be submitted exclusively through the Council’s online application portal at cesoc.org/apply. Applications submitted by email, post, or any other method will not be accepted.
To protect sensitive information, we do not collect documents through the application form. Shortlisted candidates will instead be notified by email and invited to attend an in person documentation screening at the nearest authorised centre in their state, province, or region.
Your personal essay should set out your academic and professional achievements, your motivation for pursuing this specific programme and host country, and how your studies will benefit your home country or community upon completion. Authenticity and clarity are valued far more highly than elaborate language.
No. The Commonwealth Exchange Scholarship Council does not charge a fee at any stage of the application or selection process. If you encounter any request for payment claiming to be from the Council, please report it immediately.
Deferral requests are considered only in exceptional and clearly evidenced circumstances, such as serious illness, and must be submitted in writing. Deferral is granted entirely at the Council’s discretion and is not automatic.
Applicants who reach the later stages get a full list of participating Universities and receive dedicated guidance on selecting a university within their eligible host country. The scholarship operates through a network of partner universities across the Commonwealth.
Applicants do not apply directly to a university. Instead, they apply for a course programme and study destination, and may list up to two choices in order of priority. The Council then places eligible candidates in partner universities within their selected study destination.
No, the Council manages this process on your behalf. Further guidance on the admissions timeline relative to the scholarship timeline is provided to candidates who reach the later stages.
Applications are assessed in two stages. The first is an initial documentation review, followed by a substantive review by an independent academic panel against published selection criteria. Shortlisted candidates are then invited for an in person screening.
Shortlisted candidates are invited to an interview, conducted in person, typically held between 1 and 30 August, 2026. Further interview guidance is sent directly to shortlisted candidates.
All applicants are notified of their application outcome before 30 July 2026, regardless of whether the decision is positive or negative. We appreciate your patience, as the review process is thorough and involves multiple stages of assessment.
No. All decisions made by the Commonwealth Exchange Scholarship Council are final. The Council does not operate an appeals process or reconsider applications once a decision has been made.
This is governed by the immigration regulations of your host country rather than by the Council. You should review the relevant student visa conditions for your host country once your scholarship has been confirmed.
Yes. Scholars are expected to maintain satisfactory academic progress and submit periodic progress reports to the Council. These requirements support the Scholarship’s developmental objectives.
Scholars who withdraw without an approved and documented reason may be required to reimburse funds already disbursed for upkeep, as set out in the Scholarship Agreement. If you are facing difficulties, please contact [email protected] as early as possible. The Council prefers to support scholars through genuine hardship rather than enforce penalties.
On completing their studies, scholars are expected to:
